This is a booklet from B. H. Boyle's store. I remember Boyle's Market at 304 East Main Street and went there with my mother many times. I assume that the B. H. Boyles Community Store and Lockers were both located at the same spot. If this is not correct please note the location in the comments.
The booklet is entitled 'Facts about Freezing Foods' and it was published by Community Locker Systems and copyrighted in 1942. In the mid-1900s many households did not have electric refrigerators and fewer had freezers. This led to the creation of community-based 'Lockers', basically large freezers where you could store frozen food items. Many small towns had Lockers including the one at the Thurmont Cooperative on Boundary Avenue and this one run by B. H. Boyle in Emmitsburg.

This booklet was published by Community Locker Systems. This was most likely the company that provided the freezer equipment for the Boyle Lockers. You could rent space in the freezer to store meats, fruits, and vegetables. This booklet described how to prepare food for freezing and instructions for cooking frozen foods. Many people probably froze their own crops.
