This hand written note is on the outside of the Commission naming John. R. Rouzer a First Lieutenant Company D Sixth Regiment Maryland Volunteer Infantry. The first line reads 'Mustering Office' and is probably a note to identify the document as it was filed away. The hand writting is difficult to read, if anyone can deciher it let me know in a comment.
